Japan wanted more and more land. They wanted dominance over East Asia. That meant they were in direct opposition to the European Empires of Britain, France, and the Netherlands, and of course the USA (we held the Philippines.) That, along with their brutal attacks on Korea and China, lead to America and Britain putting an oil embargo on Japan. Japan did not exactly like that.
